J&K’s First Ever Self-Sustained ‘RRR’ Centre Opens in Shiv Nagar; Dr. Devansh Yadav, IAS, Launches Unique Initiative by Inner Wheel Club Jammu Sampark
JAMMU | February 21, 2026 – Jammu has marked a historic milestone in urban waste management with the inauguration of Jammu & Kashmir’s first-ever RRR (Reduce, Reuse, Recycle) Centre at JDA Park, Shiv Nagar. This landmark facility, developed under the strategic guidance of the Jammu Municipal Corporation (JMC), was officially launched today by Dr. Devansh Yadav, IAS, State Mission Director, Swachh Bharat Mission Urban (SBM-U).
What sets this project apart is its pioneering self-sustained and community-led model. In a standout example of civic leadership, the Inner Wheel Club (IWC) Jammu Sampark (Distt. No. 307) has taken full ownership of the development and setup of the centre. Moving beyond the traditional top-down approach, this facility operates on a volunteer-driven basis, fueled by the spirit of a sensible society. It is a space where the community takes charge of its own resources, ensuring they are circulated directly between citizens in a cycle of mutual care and sustainability.
The centre serves as a practical hub for a Circular Economy. Residents are encouraged to donate usable household items, clothes and books, which are then made available to those in need. This ensures that valuable goods are reused rather than discarded, significantly reducing the city’s waste footprint through a sustainable, peer-to-peer exchange.
The project was brought to life through the vision and personal dedication of IWC Jammu Sampark leadership, including Ms. RatanPrabha (President), Ms. Reva Raina (Charter President), Ms. Anila Mengi (Past President), Ms. Shyama Anand, Ms. Sapna Gupta, Ms. Kamlesh Shoor, Ms. Anuradha Minhas, and Ms. Sonia, along with the club’s tireless warrior members.
Speaking at the ceremony, Dr. Devansh Yadav, IAS, commended the Inner Wheel Club for creating a blueprint for the entire Union Territory. He highlighted that this is the first RRR centre in J&K to be fully established through private community funding while remaining under the professional guidance of the JMC. He noted that this model of “financial independence coupled with community service” is the ideal future for the Swachh Bharat Mission Urban .
The event was also attended by senior officials from the JMC and the IEC Team, who assisted in the ground-level coordination. The inauguration was further graced by the presence of senior citizens from the Shiv Nagar colony, who lauded the club for transforming the local park into a beacon of sustainability.
By launching J&K’s first self-sustained RRR centre, the Inner Wheel Club Jammu Sampark has proven that when citizens take the noperational ownership, they can create lasting, positive change for the environment.
