Pulwama’s Integrated Approach to Circular Economy and Dignified Sanitation

In the heart of South Kashmir, Municipal Council Pulwama is setting a benchmark for urban transformation under the ambitious framework of Swachh Bharat Mission Urban 2.0. By moving beyond traditional waste management, the Council has successfully integrated the principles of the circular economy with high-standard infrastructure maintenance, creating a visible impact on the town’s hygiene landscape and community spirit.

The success of the day was highlighted by the vibrant activity at the Permanent RRR (Reduce, Reuse, Recycle) Centre. Under the guidance of the IEC Team, a specialized donation drive witnessed an overwhelming response from the local residents. Citizens walked in to contribute functional items, including books, shoes, and clothing, effectively diverting potential waste from landfills and repurposing it for those in need. This initiative has transformed the RRR Centre from a mere facility into a community hub for resource recovery, proving that sustainable waste management is most effective when driven by public participation and a shared sense of social responsibility.

Simultaneously, the Council prioritized the “Dignity of Sanitation” by focusing on the backbone of urban hygiene: Community and Public Toilets (CTPTs). In a seamless collaboration between the Swachhata Executives and the dedicated ground staff, an intensive cleaning and functionality drive was carried out across all public utilities. By ensuring that every CTPT is not only clean but fully operational and hygienic, Pulwama is addressing critical service-level benchmarks required for the upcoming SwachhSurvekshan. The IEC strategy played a crucial role here, as executives worked on the ground to sensitize users about the proper maintenance of these shared assets.

This dual success story reflects a strengthened operational and management system where infrastructure meets innovation. Through the tireless efforts of the Municipal Council, the expertise of the Swachhata Executives, and the creative outreach of the IEC Team, Pulwama is demonstrating that a “Garbage Free City” is built on the twin pillars of resource recovery and impeccable public sanitation. As the town prepares for the national stage, this integrated model stands as a testament to the power of collective action under the SwachhBharat Mission.
